The only reason I have local variables is for the TeX-master variable, which is really helpful when you split your documents in several files. You can give a try to pdf-toolswhich provides most of the requested functionality. I have too many PDFs, of varying kinds even some are just pages of images, for exampleto ever dream of normalizing them to a more textual format.
